What is being proposed?
China's commerce and science ministries proposed adding 23 AI technologies to the country's export control list. The list includes large models, AI agents, chip designs and computing clusters.
Open-source exemption
Under the proposal, open-source technologies would be exempt from the controls. Overseas users would also still be able to access models through apps.
Temporary rule in effect
A temporary export registration rule took effect on 16 October. China plans to limit exports of the 23 technologies; how the proposal will be implemented and whether its scope will be finalized remains unclear.
