What's happening
The US Treasury published a draft rule that would restrict American investment in chips, artificial intelligence and biotech in China and Russia. The proposal expands the existing Outbound Investment Security Program.
The goal
Treasury Secretary Scott Bessent said the proposal aims to prevent "our adversaries from using U.S. investment to develop critical technologies that threaten U.S. national security." In practice, the rule targets the flow of American money into sensitive technology work in those countries.
Scope
The draft widens limits on US investment in chips, AI and biotech. It adds a capital-flow layer alongside existing export controls.
Why it matters
The US had already drawn attention with chip export restrictions. This proposal carries a similar approach to the investment side. The rule is still at the proposal stage and must complete the process before taking effect.
